II. Electronic Resources Report - Margaret Phillips
Patty reminded folks that any selector interested in participating in a
Tier 2 title agreement via CDL needs to speak first with Margaret and to
consult the policy about the DILIB Fund Management

such a title would be funded (either the selector will take responsibility
to pay the UCB portion from their own fund, or can make the case that this
commitment be paid for all or in part from DiLib.) The DILIB fund
procedures states:
Procedures & Decision-making:
Oversight and management of the DILIB fund is the responsibility of the
Electronic Resources Librarian (ERL). The ERL is the initial contact for
requests for funds from the DILIB account and will make recommendations to
the AUL & Director for Collections based on the principles outlined in this
document. Contact the ERL by email or telephone anytime a funding question
arises. The ERL maintains a DILIB spreadsheet which will be shared with the
AUL & Director for Collections regularly. The AUL & Director for
Collections consults with Collections Council as needed. The AUL makes the
final decision, after consultation with all selectors involved, about
percentages of cost sharing for resources with split funding.
IN THE WORKS:
* APA PsycArticles: This database contains full text versions of 45 titles
published by the American Psychological Association. Berkeley now
subscribes independently to 36 of these titles. CDL will pick up a high
percentage of the system-wide price. Barbara Glendenning recommends that we
support this CDL negotiation. UCB's portion of the ongoing price will come
from the edp fund.
* Newsbank is up for negotiation.
ACTION ITEM: Margaret will send a description of what our subscription
looks like now, what we would get under the CDL agreement, and why this
might be a DiLib candidate.
* Current Protocols in Bioinformatics: This is something that is BIOS,
ENGI, PUBL and OPTO are interested in acquiring. The UCB share would be
$2933. This title meets the criteria for DILIB funding.
* RefWorks: This is a web-based citation manager that is very useful to
undergraduates and is used pretty heavily already by the Sciences. DiLib's
share in cost will be $5500.
* Safari: This is a Tier2 purchase that is being investigated by Brian
Quigley. It involves getting access to computer manuals published by
O'Reilly in e-book format. Typically the Library has not collected this
kind of manual since they go out of date so fast, but the e-book
environment seems particularly well suited to this kind of material. These
texts would benefit students in computing, and would also benefit staff
across campus who use and implement computer technologies. If this goes
forward, Patty recommends that it be a DiLib expense.
III. Collection Themes
The redrafted themes, based on today's discussion, will be sent to CC
members under separate cover. Our objective is to finalize these at the
next Collections Council meeting (June 3) for discussion during June with
the Subject Councils.
IV. Meeting with Tom Leonard
Tom gave background regarding a UC discussion, for the development of a
shared print archive. So far this has primarily occurred at the level of
the ULs, CMPG, SLASIAC, SOPAG, CDC, and a CDC working group on
implementation issues around Elsevier, the first set of titles to be
addressed. The shared print archive is generally seen as a step forward in
providing rational and efficient access to UC-owned materials. Questions
that have arisen at the UL level include "who owns shared print material?",
"who can 'count' shared print materials?", "how does an item change
categories from a single-campus resource to a shared print resource?" Tom
shared with Collections Council a memo he has recently sent to the ULs and
CDC on these topics. More information about the shared print archive will
soon become available for library staff discussion (a report from the CDC
working group goes to SOPAG this Friday, and should become available for
distribution shortly thereafter.)
In the ensuing discussion, these questions also came up:
"If a campus elects a collection to become part of the shared print
archive, do they have rights of repatriation? (i.e., can they ever call
items back from an RLF to the home campus?);
"Can we succeed in creating deeper UC-wide collections by reducing some
duplication among campuses, thereby allowing us to buy more unique
materials? How would this work?"
"How might 'access on demand' strategies supplement the shared print
archive strategy?"
"What criteria and monitoring needs to occur among campuses to ensure that
all have vital collections?"
Patty indicated that the UC Bibliographer groups will be asked for input on
how to build shared print archives that are useful for each discipline.
