I. ANNOUNCEMENTS:
There were no announcements.
II. JSC report - Wanat
* JSC is considering cost-sharing models for E-Subscribe, Amico, three
Alexander Street titles.
* Representatives from CDC and JSC brainstormed on upcoming Elsevier
negotiations. To help with negotiations, CDL has hired a consultant who
will both advise on the Elsevier contract, and also teach a workshop (2
reps per campus) on negotiating.
* CDL will accept a "flipped" pricing model for Kluwer and Academic; these
titles will be considered next for the shared print archive.
III. Phase 2 in Budget cuts
* All credits will be given based on 2003 prices.
* Selectors are having some difficulty knowing how much will be saved if
they cancel a given product. Jody in Technical Services is our expert on
this. If a selector is still unsure after speaking with Jody, they can
contact Rebecca Green.
ACTION ITEM: Gail will send to selectors the URL for "Cancellation/New
Subscription Information, CDL Journal Packages, Information for 2003 Renewals"
* The timeline has been made the same for all selectors to get proposed
titles to be cancelled to Gail.
ACTION ITEM: Gail will send out a revised timeline.
* Patty asked if CC wanted to formulate principles to use if conflicts
arise between selectors about proposed cancellations. A few possible
principles were suggested, but they didn't hold uniformly. CC members
suggested that if selectors find themselves in irresolvable dispute, that
we use a model like that used for considering one-time funds: disputed
titles would come to their council reps on CC (along with arguments pro &
con), who would review them and bring them to CC along with their
recommendation. CC would discuss, and Patty would decide. The science reps
would comprise one group, and the humanities and social sciences reps would
combine to form the second group.
* Patty asked CC to consider other models for appropriating funds in the
event that severe budget cuts continue. Given the possible scenario that
future cuts will be larger than a given selector can accommodate without
gutting core collections in that subject, Patty asked CC members to imagine
centralized funding of serials or core collections for humanities and
social sciences and how that might work. This is for future discussion.
* CDC and JSC need to discuss methods for getting titles unbundled.
ACTION ITEM: Patty will pursue this with CDC and asked Camille to pursue
this with JSC.
Other Phase 2 actions:
ACTION ITEM: Gail will confirm with Charlotte that SRLF has technology to
do web delivery of articles.
ACTION ITEM: Patty and Tom are drafting a letter to go from Tom to Deans.
Patty will also be sending a letter to Deans George Breslauer and Ralph
Hexter that they can forward to their Department Chairs.
ACTION ITEM: Patty will refer to Lee the issue of "updating records upon
change of publisher." Selectors are finding it very difficult to determine
who is supplying a given title to us, making the cancellation list very
difficult. Can either GLADIS or INNOPAC be updated when publishers change?
* Timeline
Patty reported that Arts, Humanities, and Social Science selectors would
like more lead time than originally provided. After discussion, selectors
are all being asked to submit lists by the same date, with the hope of
having a publishable list for faculty to look at by April 1.
REVISED Phase 2 Budget Cut Process and Timeline
Thursday, March 20: All selectors send fund, title, LC call number, and
amount of expected savings, to Gail Ford as soon as possible, but no later
than March 20.
Monday, March 24: Titles will be made available for selector and refstaff
review and comment.
Monday, March 24 - Friday, March 28: Selectors and refstaff may send
concerns over specific titles to the selector who manages a given fund. If
any selector finds him/herself unable to meet all concerns while also
meeting cut targets, s/he should notify Patty. (NOTE: The Councils are
asked for any comments they have about how to help this discussion/decision
process go smoothly.)
Monday, March 31: Publishable list confirmed with Gail Ford, for posting to
the web.
Tuesday, April 1: Web page goes public showing a consolidated list of
titles that we propose to cut, for campus comment. (CC members felt that
most faculty will have little time after April 15 to give lists careful
review and comment.)
Friday, May 30: Final list of cancellations to be reported to Gail Ford and
Collection Core Services.
ACTION ITEM: Gail to send this revised timetable to selectors.
IV. Public Browsers
CC has heard that Systems will begin changing the public pc environment to
include Internet Explorer but not Netscape. There are some electronic
products that don't work on Netscape, so the question was raised as to
whether CC should recommend that Netscape be removed from public pcs now
(proactively) rather than waiting for the next (whenever) scheduled
upgrade. CC thought not, given how busy Systems is, and given that most
patrons, in the face of a browser failure, are savvy enough to try the
other browser.
V. Update Collections Management information for selectors?
Patty asked, "Should we update the Overview now included in the Collections
Development Policies and Procedures"

ACTION ITEM: CC members will send comments to Patty.
VI. Collections Development efficiencies
"Should CC be considering ways to have conversations about potential
efficiences in collections work? In anticipation of library wide cuts in
the operation budget."
Patty mentioned that all selectors may face increased workloads as our
operations budget is cut. She asked whether CC wanted to begin discussing
(or fostering discussion) of efficiencies in selector practices, or whether
this should be done through operational reporting lines?
One example is whether we could be making more efficient use of Yankee
profiling. Selectors are less sanguine than the Yankee rep was about
whether Yankee is capable of doing a profile that would results in no more
than a 3-5% over-stock rate. One member suggested that we ask Yankee to
build one test profile, using one of our fund's actual purchases, to see if
selector skepticism could be allayed.
ACTION ITEM: Does any selector want to act as guinea pig for such a test
with Yankee?
Another example of building in efficiencies might be developing a profile
with our approval plan vendors that would safely "catch" our desired core
collections to be paid for centrally, thereby freeing selectors to select
specialized material.
