January 7, 2003
Present: S. Calpestri (recorder), J. Carter, G. Ford, J. Gordon, R. Green,
P. Iannuzzi (Chair), P. Janes, S. Khanaka, B. Ogden, M. Phillips, C. Wanat,

Announcements:
G. Ford, the newly appointed project manager for P. Iannuzzi in her
capacity as Acting AUL for Collections, was welcomed to the Collections
Council.
M. Phillips has returned from leave and will be resuming her post, which
had been temporarily filled by B. Sibley.
R. Green has been designated as the Electronic Resources Liaison, Technical
Services and will function as the "point person" in technical services for
any questions related to electronic resources. Green's assignment
complements Margaret's position. In clarifying her position, Rebecca
indicated that she would assure the appropriate referral of any requests
regarding electronic resources, but did not intend to supplant current
arrangements with other staff who support technical services activities for
electronic resources. Rebecca will meet regularly with Phillips and Iannuzzi.
ACTION ITEM:
R. Green will draft an announcement, clarifying responsibilities, for CU News.
Faculty feedback on Elsevier news
P. Iannuzzi has received some feedback from selectors regarding the shift
to online for Elsevier titles. She noted feedback from a memo sent by M.
Ternberg to Business faculty and comments received by M. Mahoney from
Chemistry faculty. Council members contributed additional , mostly
informal, feedback from other faculty.
ACTION ITEM:
Council requested that Patty distribute Ternberg's memo to selectors as an
example for possible use in communication with other faculty on campus.
CDC Conference Call
P. Iannuzzi reviewed issues covered in the Dec. 20, 2002 CDC conference
call. Minutes from that meeting will be distributed. Highlights follow:
- P. Briscoe is retiring from Riverside.
- C. Shelton is chair of a group working to develop specs for the
processing and display of catalog records for Elsevier titles in the shared
print archive.
- CDC reviewed other possible e-journal packages as candidates for shifting
to online access with a print archive in 2004.
- Essentially all UC campuses reported that they are initiating serials
cancellation projects.
- Report of new CDL deals for: Readex (Early American Imprints), PROQUEST
package of New York Times, LA Times, and Wall Street Journal, International
Index to Performing Arts, and International Index to Music Periodicals, and
the Saskia digital art/architecture images.
ACTION ITEM:
Phillips to send message to selector with details of new products as soon
as announcement is made by CDL
ACTION ITEM:
M. Phillips will compile information about future budget commitments for
CDL negotiated products
ACTION ITEM:
M. Phillips will develop a list of those resources for which we have
perpetual rights.
-An East Asian White Paper from UCSD to CDL proposes hiring a consultant to
the East Asian bibliographers group as a means of developing a strategy for
the future of East Asian (digital) collections. The implications of this
proposal for collection planning in other areas was discussed
It has been suggested that some form of this model for planning might be
tried next with Business collections.
-Elsevier negotiations are underway.
-Faculty survey is underway to obtain qualitative data regarding the CMI
project. It was recognized that timing for the survey was less than
optimal, but no better time could be arranged.
A discussion of CDC liaisons for bibliographer groups revealed that it
would be desirable to improve communication with and support of the
bibliographer groups.
One-time funding Requests (Update)
Iannuzzi sent e-mail to those who submitted requests that were
funded. Other requests that were denied by Collections Council require
more discussion (with Doe/Moff selectors, as they are primarily involved).
Although decisions regarding funding involved a rather complex set of
issues, it was agreed that all selectors would benefit from knowing what
the total library picture was regarding requests and funding decisions.
ACTION ITEM:
Iannuzzi will meet with Doe/Moff selectors involved.
ACTION ITEM:
Iannuzzi will send a list of requests with brief annotations regarding
funding decisions first to Collections Council for input, then to all
selectors.
University Press Books (revisited)
Iannuzzi polled the group regarding the current status of our acquisition
of books produced by university presses -- we do not have a systematic
means of acquiring ALL titles produced by university presses. Selectors
generally agreed that it is no longer the case that all university press
titles meet the criteria of our collections, and that a blanket order for
such titles was not advisable.
Other issues about approval plans emerged, including processing flows, time
to fill orders, and Yankee's ability to adequately match our desired
profiles. Selectors will have a chance to meet with Jannette Scheule, the
Yankee sales representative when she visits Berkeley Feb. 24, 2003. A
meeting is scheduled for 10-11am in Room 303.
Feedback from Subject Councils
Sciences Council and Humanities Council raised questions about procedures
regarding the upcoming Elsevier exceptions. Selectors could begin working
with faculty as appropriate regarding titles "exempted" from the shift and
forward questions to P. Iannuzzi for inclusion in a question/answer type
guide for selectors. Final decisions will be made by March 15. Following
this (Phase 1) we will be able to determine the dollar amount required for
additional cancellations (Phase 2).
ACTION ITEM:
Iannuzzi will compile a list of questions with answers to guide selectors
in their work with faculty.
ACTION ITEM:
Humanities Council had concerns about binding quotas and procedures
regarding binding slips, but it seems that the problems are confined to
Doe. Iannuzzi will follow up at a Doe/Moffitt Selector meeting.
DILIB Review
There are three areas in which DILIB might undergo review:
(1) review all DILIB titles for possible cancellation
(2) review all DILIB titles to identify those which should be moved to
selector funds
(3) review all electronic resources to determine which titles meet specs
for DILIB funding.
It is essential to undertake the first review now. The other two areas
will be revisited in July. It was suggested that it might be worthwhile to
get a "ballpark" idea of the titles that are currently on DILIB that do not
meet the criteria.
ACTION ITEM:
M. Phillips will draft a discussion document regarding the review of DILIB
titles for possible cancellation for Collections Council to review.
