COLLECTIONS COUNCIL MINUTES
JULY 2, 2002

Present: Suzanne Calpestri, Jan Carter, Jim Gordon, Rebecca Green
(recorder), Patricia Iannuzzi (chair), Phoebe Janes, Shayee Khanaka, Linda
McClane, Jean McKenzie, Beth Sibley, Deborah Sommer, Camille Wanat, Beth Weil

Announcements:

New members Phoebe Janes, Shayee Khanaka, Jean McKenzie, Beth Sibley (for
Margaret Phillips), and Camille Wanat (JSC member) were welcomed to the group.

D. Sommer announced that the Environmental Design Library will be closed
from July 10 to the end of the month in order to move back to Wurster Hall.

E. Sibley reported that CDL purchased access (available as of July 1st) to
a package of ProQuest titles. Berkeley had access to some titles already
but now we have more. On July 19th a ProQuest trainer will be coming to
the Library to give morning and afternoon training sessions. Lexis Nexis
will be revamping its Academic Universe, and a trainer will come to The
Library on August 16th for two training sessions as well.

B. Weil announced that the "Alerts" service which allows patrons the
ability to create a personal account on Ovid is in the beta test stage, and
should be released to the public in July. BIOSIS, Current Contents, and
other databases are all available through Ovid. Our public services staff
may need database-specific training which could be designed in-house rather
than using an Ovid trainer.

C. Wanat participated in a CDL Joint Steering Committee conference call in
which various purchases in progress were discussed. Full detail is
available in the JSC minutes.

Collections Budget Subcommittee:

Many members of the Collections Council Budget Subcommittee (CBS) are no
longer on Collections Council because their terms have expired. The CBS
was formed to call for and evaluate expensive purchase requests, but A.
Ritch used the group to work on special projects and P. Iannuzzi has also
used the group to assist her in identifying ongoing CC agenda items.
Prior to the CBS, large purchase requests were evaluated by larger groups
including the subject councils. Collections Council will put out a call
for expensive purchase requests this fall. Based on the number of
responses we receive, we will decide how to review them and whether or not
to reconstitute a new version of the CBS.

Funding new serials:

The Library needs to review and clarify its policy on purchasing new
serials. Until now there has not been a common understanding as to whether
monograph funds are reduced permanently or on a one-time basis to fund new
serials, or whether new serials are funded "off the top" of the budget.
The Council noted that certain types of monograph orders turn into serial
orders when the format changes from print to electronic, and that serial
orders encompass all types of electronic resources which have recurring
access charges. Principles as well as models need to be developed for
broader discussion of new serial funding. Alignment with academic
programs, autonomy, accountability and equity were discussed as guiding
principles. Council members are encouraged to have conversations with
selectors and colleagues to collect data and anecdotes to assist in the
development of funding principles and models. The subject councils will be
involved in more formalized discussions at a later date, after Collections
Council had drafted models and had some discussion.

ACTION ITEMS: CC members should notify P. Iannuzzi if they are interested
in joining a small group to develop some options for new serial funding.
P. Iannuzzi will contact Cindy Shelton at UCLA to learn more about their
serial funding model.

ProQuest URLs:

P. Iannuzzi distributed comments gathered about current links to ProQuest
databases in the catalog. Opinions from selectors are mixed as to the
desirability of retaining these links. Library Systems Office staff may be
able to assemble a list of records with ProQuest links for selector review.
Selectors in different areas can review the list on a title-by-title basis
to determine whether or not ProQuest links should be retained or removed.
Other URLs in the records may need to be verified as either more or less
desirable than the ProQuest URLs. Different disciplines may need to do
different levels of checking.

ACTION ITEMS: B. Sibley will request a list from LSO of records with
ProQuest links, sorted by call number. She will also investigate a new
ProQuest journal option which may be able to provide more direct access.
Collections Council will review the list to find the easiest way to
identify the desired URL.

Library liaisons to academic departments:

Anthony Newcomb, chair of the Academic Senate Library Committee, would like
to ensure that each academic department has a close working relationship
with its designated Library liaison. Library liaisons are generally the
first point of contact for referral, even if the department contacts them
about a matter outside of their direct purview. The Library web lists
academic subjects and the librarians responsible for those areas, but there
isn't always a direct correlation between subjects and departments or
programs. P. Iannuzzi distributed a draft letter from A. Newcomb to
academic department and program chairs whose primary source of Library
materials is the Doe Moffitt collection. She also distributed The
Library's current guidelines for Library-faculty communications. A.
Newcomb's draft letter urges these faculty members to invite library
liaisons to departmental meetings held at the beginning of the fall
semester, in order to establish close communication between the department
or program and The Library. Council members discussed the implications of
broadening the liaison program to include affiliated libraries. It would
be desirable to have two versions of the Library's liaison list mounted on
the web: one by subject, and one by academic department or program.

ACTION ITEM: P. Iannuzzi will review the subject specialists list in order
to update it, and to have a parallel list of liaisons to academic
departments and programs (excluding ORUs.) She will send a draft to
selectors for comments. She will also contact Tony Newcomb to recommend
that the letter be sent to all academic departments and programs, not just
those served by Doe/Moffitt.
