Collections Council Meeting, June 11, 2002
10-12 noon, 303 Doe Library

Present: N. Brandt (for CONS), S. Calpestri, J. Carter (recorder), J.
Gordon, P. Iannuzzi (chair), L. McLane, M. Phillips, M. Rancer, B. Sibley,
B. Weil

1. Announcements:
This was M. Phillips last meeting before her maternity leave. P. Iannuzzi
welcomed B. Sibley, who will be covering some of Margaret's duties while
she is away, and announced that B. Weil will be replacing M. Phillips as
the Berkeley representative to the CDL Transition Steering Committee. Don
Lee will coordinate Tech Processing issues related to e-resources.

Two of the three subject councils have chosen their new representatives to
Collections Council: Arts & Humanities has elected Shayee Khanaka and
Science Council has elected Jean McKenzie.

2. X-funds
The question of whether to have a single replacement fund rather than
continuing the current practice of allocating money to individual
selectors' replacement funds was discussed. It was mentioned that brittle
and out of print materials can be replaced using x-funds; however, it can
be a slow, cumbersome and expensive process, which makes keeping track of
x-fund balances difficult. It was decided, at least for this year, to
retain the individual replacement funds and allocate additional money to
them using a formula worked out by J. Gordon based on expenditures over the
past two years. Additional replacement money can be requested from the AUL
by anyone who needs it. P. Iannuzzi also wants to have a discussion with
B. Ogden at a future meeting about the best way to incorporate brittle book
replacement using x-funds into the workflow. J. Gordon will send out a
message to selectors outlining the plan for x-fund augmentation.

3. DILIB guidelines
Council members reviewed M. Phillips' draft of the DILIB (Digital Library)
Fund Management guidelines. It was emphasized that this document can only
offer general guidelines, but it should nevertheless provide selectors with
a sense of how decisions are made regarding the use of this fund. A couple
of differences from past practice are incorporated into this draft: 1)
general/multidisciplinary titles would be paid solely on DILIB funds
instead of requiring a selector contribution, and 2) narrow subject titles
would be allowed on the fund if expensive. There was a question about the
relationship between the Doe/Moffitt reference fund, because of its
inherent multidisciplinarity, and the DILIB fund; P. Iannuzzi will talk to
M. Cochran about her criteria for purchasing on reference funds vs. DILIB
funds. After making a few changes to the text, P. Iannuzzi will send out
the document to selectors for comment and discussion at Subject Council
meetings.

4. Serials Funding
All of the budget projections for the 3-year collections budget are based
on the assumption that new serials are to be funded by a permanent
deduction from the monographic base. This has not been the case in the
past few years, because the additional funding provided by the Chancellor
was used to cover these costs. It was also brought up that selectors have
not received credit for cancelled or ceased serial titles recently, and it
was hoped that this could be changed. P. Iannuzzi encouraged the Subject
Council representatives to discuss serials funding at their respective
meetings.
