COLLECTIONS COUNCIL (CC)

Minutes: Tuesday, October 5, 1999

1. Announcements

*Scott Miller has requested that the NRLF representative to CC be allowed
to attend on an "as needed" basis.

Action Item: J. Spohrer will pass this request on to the Jerry
Lowell and Cabinet for consideration.


2. Minutes

*The minutes from Sept. 7, 1999 and Sept. 21, 1999 were reviewed,
corrected, and approved.

Action Item: J. Spohrer will correct and issue the minutes to
"allusers."


*The group agreed that the Council members will rotate the duty of
recorder, moving through the roster in alphabetical order. The recorder
will circulate the minutes to the group by email for comment. Minutes
will be formally approved at the following CC meeting. The recorder who
took the minutes will then be responsible for circulating the minutes to
"allusers" and for posting the minutes to the web.

Action Item: J. Spohrer will prepare instructions for recorders
and circulate them to CC.

3. Attendance at CC meetings

C. Delgado proposed opening the CC meetings to anyone who wanted
to attend. Open meetings
would make it possible for interested staff to get first-hand information
about the workings of the Council and the issues we deal with. The group
discussed whether confidentiality would become an issue or whether
attendance by non-members would inhibit the work of CC. The group
thought having open meetings would be good, but asked that visitors come
as observers only so that the business of the Council wouldn't be slowed
down. Also the group wanted to be able discuss sensitive issues and
proposals in "members only" sessions when necessary. The group voted to
recommend the proposal to Jerry Lowell.

Action Item: S. McMahon will draft a message outlining the
recommendation. After the group approves the wording J. Spohrer will
forward it to Jerry Lowell for consideration.

4. New Serial Orders Report

J. Spohrer distributed a spreadsheet showing new serial orders on "s" and
"c" funds for July, August and September of 1999. The report will serve
as a tool to track new serial orders so that expenditure in the "s" and
"c" funds doesn't exceed the money available to meet the cost. The

report only includes funds on which there has been activity within the
time period covered by the report. The group had several suggestions to
make the report easier to read: 1) Eliminate the month-by-month tally of
average price and include only one average price column, i.e., average
price for 99-00; 2) Include column headers on each page of the report.
The group agreed that, while it is not the purpose of this report to

distinguish between new and reinstated serials, a separate report

showing reinstated serial titles could be a useful tool for showing the
campus how new monies were being expended to repair gaps in the
collection.

Action Item: R. Green will check on whether the suggested changes
to the report format are possible. She will report back to CC with that
information.

5. Special Inflation Rates

J. Spohrer distributed special inflation requests to CC in advance of the
meeting. The requests were mostly for monograph funds affected by
double-digit inflation in the developing world. The group discussed

the requests and sources of information for the expected rates

(Harrasowitz, United Nations Development Program, Library of Congress).
The group agreed to recommend special inflation rate

increments for the following monograph funds: laamm(10%), soasm (12%),
afrim (12%).

Action Item: J. Spohrer will forward the recommendation to M.
Rancer for review.

6. Collections Budget Anatomy

G. Ford distributed a draft of the 1999/00 collections budget anatomy.
The group agreed that we are ready to make base allocations, once the
special inflation rates have been plugged in. Collections budget anatomy
items for future discussion include: 1999/2000 one-time allocations,
1999/2000 permanent augmentation to base, UL reserve, NCAP funding.

Action Item: G. Ford will compute the final figures for base
monograph, continuation, and serial allocations when she returns from
vacation on Oct. 19 and E. Woods will have them entered into Innopac.
