IN ATTENDANCE: Elise Woods, Mike Rancer, Camille Wanat, Beth Sibley, Beth
Weil, Cameron Olen (for Barclay Ogden), Carlos Delgado, Michaelyn Burnett,
Gail Ford, Jim Spohrer (chair, recorder).

1. ANNOUNCEMENTS/MINUTES

Lucia Diamond of the Robbins Collection in Boalt is the new Affiliated
Library representative to the Collections Council. She will begin her
attendance with the first October meeting.

Jim Spohrer will revise the minutes and distribute fuller drafts prior to
the next Collection Council meeting.

2. BUDGET ANATOMY/ INFLATION & FY2000 OPENING BALANCES

Gail Ford and Mike Rancer presented a preliminary version of the
Collections Budget Anatomy and the Council also discussed the process for
determining inflationary amounts for FY 2000 book and serial funds. To
calculate inflation, CC chose to follow the same method as was used in FY
1999; Mike Rancer will be asked to set a global serials and monograph
inflationary figure for all disciplines, and Spohrer will ciruculate this
information to all selectors with a request to submit alternative
inflationary figures prior to the next CC meeting. Mike will then review
the alternate proposals and bring his recommendations to the first October
meeting of the Collections Council, where we will discuss them and settle
on a course of action.

CC members had several questions regarding the draft budget anatomy which
Gail submitted. We will need to obtain clarification for the $70,000 in
"consortial resource sharing" and $10,000 in "other memberships
(permanent)". There is also a slight discrepancy between the "total
resources" available in the budget anatomy and those indicated in the
"Collections Funding Available for Commitment" which Mike distributed
earlier this semester. Gail and Mike will work together on these
differences and bring a reconciled version to the next CC meeting. We also
need to determine if the UL reserve will be carried forward for use in FY
2000.

3. ACADEMIC PRESS APPEAL LICENSE

Beverlee French and Karen Cargille have been been negotiating the addition
of three UC campuses (including Berkeley) to the existing Academic Press
IDEAL license for the last few months. This is a year by year addition to
the previous three year license. Academic plans to develop a new
licensing model during the coming year. UCB can either wait to start our
access to the Academic Press titles with January 2000, or begin our
holdings with 1999 at a higher cost.

We can also choose to pay a one time fee for access to backfiles from
1996-1998, or decline the backfile offer. CDL has negotiated a special
50% off price for these backfiles. Purchase of the 1996-98 backfiles will
result in all campuses having the same holdings and is "highly desirable"
according to Karen. Prior backfile to 1993 is also potentially available
but the conditions for acquiring it are not clear from the documentation
provided by Karen Cargille.

CDL has chosen NOT to sign the ILL Addendum. That means that UC libraries
will continue the status quo with ILL for the Academic titles. Campuses
may fill ILB requests from their print copies, but not from the electronic
versions. CDL is not yet willing to agree to terms requiring additional
record keeping which would permit electronic interlibrary lending.

Since UCB needs to determine its start date and what backfiles (if any)
are wanted for the campus, Collections Council discussed the proposal and
recommended that we start our subscription with 1999. It also
recommendated that we acquire the maximum available backfile under the
terms of the agreement. Spohrer will contact CDC to request clarification
of the backfile period and the terms under which pre-1996 backfile can be
acquired. The backfile costs are one-time costs and can be paid from the
Digital Superfund; Gail Ford will update the documentation regarding
previous commitments on the Digital Superfund to insure that these charges
can be absorbed.

4. CALL FOR PROPOSALS: DIGITAL RESOURCES & EXPENSIVE SETS

Spohrer recommended two calls for proposals for selectors in October, the
first for expensive digital resources, and the second for other major
non-digital purchases costing at least $2,000 per item. These two
categories of purchases would be paid for out of the AUL/Collections
discretionary funds, including some endowment funds under the AUL's
control.

Collections Council expressed concern that the discretionary fund balances
to be used in paying for these proposals need to be established in
advance. Spohrer will work with Elise Woods to determine the amounts
available when new income for revenue-bearing accounts is posted in FY
2000. When those amounts are known, the call for proposals can go forward.
The AUL/Collections will receive the proposals and bring them to
Collections Council for discussion and priority ranking prior to
allocation of funds.
