A non-CARS billed item is
referred for replacement or
withdrawal

Once an item reaches billing stages, its V/C is edit protected - even for items not billed on CARS. Thus the UNBLOCK command is necessary to withdraw the item and/or edit its V/C. The comand does NOT preserve patron-bill information, and patr on must be manually blocked.

A Bill Cleanup notice is eventually produced
and sent to unit. Unit searches its stacks..
