A CARS-billed item is referred
for replacement or withdrawal

Once an item reaches billing stage, its V/C is edit protected. Thus the RFR command is necessary to withdraw the billed item and/or edit or delete its V/C. The command charges the item to "RFR" while preserving necessary patron-bill informati on.

If item is paid for, a "Paid on CARS" notice is
produced and sent to unit 30 days after payment.
If item is not paid for, a "Bill Cleanup" is
eventually produced and sent to unit.
