Minutes – 2 June 1999

1. Announcement:
- Weil reminded CAG members that CAG will review resource group
recommendations regarding the one-time allocations at its next meeting;  
resource group representatives are to bring the proposed allocations to
the meeting.  UL Lowell will make the final decisions regarding the
one-time allocations;  the plan is for decisions to be known by July 1 and
allocations into Innopac by August 1.

2. The minutes of the CAG meeting of 5/5/99 were amended and accepted.

3. The proposal for binding policy, submitted by the Binding Task Force, was
discussed.  Ogden reviewed the 4 recommendations contained within the
proposal.  As background data, the committee also reviewed data prepared
by the Conservation Department on the number of volumes sent to the
bindery by UCB during the last 2 years, broken down by treatment category.  
Also as background, Wanat distributed some comparative data drawn from the
ARL Statistics web site, which showed the number of volumes added, the
total materials expenditure, the expenditures for binding, and the ratio
of binding expenditures to total materials expenditures for 14 comparison
institutions (a mixture of public and private universities).  In brief,
the binding recommendations were to a) continue binding on receipt only
those items which are otherwise not shelvable, b) to continue serials
binding (with minor adjustment) using the current allocations & institute
cross-spine lettering for LC-bound volumes, c) continue repair and
rebinding as necessary, and d) institute an allocation system for binding
of unbound monographs (that fall outside “a”).  The exact amounts for the
allocations in part d) would be determined based on the total budget for
binding approved for 1999/2000.  The committee reviewed the budgetary
implications of recommendations a-d and agreed to a total binding budget
of $750,000.  Ogden will bring draft monographic binding allocations based
on that amount to the next CAG meeting.  Two questions were raised
regarding cross-spine lettering on LC-bound journal volumes:  was it
necessary (many thought yes) and could it be a unit-by-unit choice?

4. The Bancroft Library requested reconsideration of its earlier request
for a special x-fund allocation (apart from the standard allocations made
for all funds recently).  CAG agreed to fund the request at the 50% level,
which is the same level as was funded for all other special x-fund
requests.
