Minutes - March 17, 1999 

Present:  B. Weil (Chair), C. Delgado(recorder), D. Fortner, B. Kornstein,

Guests: E. Woods, M. Rancer

1. Announcements: L. Leighton informed CAG that R. Green is reviewing The
Library's commitments with serials subscription vendor RoweCom. They have
not been providing the level and quality of service expected from them.
Subscriptions not handled well by RoweCom are being placed with EBSCO and
other vendors. This spring Technical Services is expected to make a final
decision as
to The Library's commitment with RoweCom. 

J. Spohrer and B. Weil indicated that Harrassowitz may be an  alternative
vendor of electronic journals. 

L. Leighton will confirm that Harrassowitz can provide access to
domestic periodicals. 

2. The minutes of March 3rd were approved.

3. M. Rancer: Review of budget anatomy

M. Rancer distributed two versions of a spreadsheet on 'Collections Summary
Reserves, Forecast: FY 1999-2002'. The first one is an analysis of
collection data for a four year budget cycle. The second one includes  in
the analysis possible AUL allocations as listed in the document 'Proposals
to CAG'.  Billrep and endowment data are not included in the spreadsheets.
CAG members looked at the impact different allocation models would have on
spending patterns.

It was indicated that there had been discussions about using some of  the
money to create an endowment for collections. M. Rancer indicated that it
had been decided it would be more efficient to use the resources to pre-pay
serial subscriptions.

L. Leighton will develop a table with the number of titles we receive from
large serial vendors in order to compare and determine the advantages  of
pre-paying for subscriptions.

The spreadsheets distributed by M. Rancer show that the New  Chancellor's
Initiative Funds can be reasonably allocated in a four year cycle and not a
three year one as originally planned. It is not clear though what is going
to happen on the fifth year when inflation money has not yet been
committed. There was a sense that the University administration
will provide additional resources to at least fund inflation (M. Rancer
estimates The Library would need $750,000) and that this information will
be made available well before the year 2003. 

E. Woods will distribute to CAG a list of new serial orders placed by fund
for this FY. 

M. Rancer recommended that three variables be considered in analysing the
impact of serials on the budget; 1) the need to rebuild collections, 2) the
natural growth of new serial titles, and 3) the availability of electronic
access to serials. 

B. Weil stated that CAG needs to determine what amounts of the collections
money should be under the direct control of selectors. Faculty and students
want to see that The Library is getting the materials they need.  A
possibility would be to take available resources and distribute to
Resources Groups and let them decide how to allocate it within the group.

4. Comments on interlibrary borrowing summary data. 

There was general consensus on the quality and value of this information.
CAG thanks G. Ford for her work in putting together these lists in a format
that is easy to use and understand. Ready access to this information
greatly improves The Library's ability to evaluate collections and plan
acquisitions strategies. These data will be compiled and made available on
the WEB once a year. Starting this year data will be compiled using  CLIO
software and will included data from ALA form requests. These lists are

B. Weil will ask G. Ford to create an alphabetical list of all journals
requested through ILL regardless of the number of requests made.

J. Spohrer distributed a revised version of proposal # six included in the
'Proposals to CAG for spending Chancellor's and one-time monies'.

Agenda items for future CAG meetings are: discussion of AUL's 'Proposals to
CAG', binding budget with B. Ogden, and call number binding designations.
