Minutes - Sept. 2, 1998

Minutes of 8/5/98 were approved pending verification of wording use with
guest speaker. Minutes of 8/12/98 CAG meeting and 8/14/98 Selectors Early
Bird were approved.
2. NCAP (National Cooperative Acquisitions Program) - formerly known as
PL480 J. Spohrer distributed a handout showing anticipated costs of NCAP
materials for 1998-99. In previous years NCAP costs have been funded off
the top of the collections budgets. J. Spohrer requested CAG's comments on
initiating a simplified method of managing this funding: he wants to
divide the NCAP funds into the appropriate area studies funds. Area
studies selectors will then be responsible for managing NCAP funds in the
same manner as all other funds. CAG endorsed this funding change for this
year and in future. CAG also recommended that this updated NCAP funding
information be factored into the spreadsheets (showing fac/grad/ug/fund
percentages) CAG recently presented at Selector's Early Bird.
Review of draft 19900 base monograph allocation B. Weil distributed for
CAG's comment. BW will send email to selectors on interpreting the
spreadsheet; paper copies of the document will be sent out to all
selectors soon.
Discussion of draft collection budget anatomy J. Spohrer distributed this
draft. The number of off the top expenses (RLG, etc.) is reduced this
year. Draft currently does not include any monographic inflation estimates
for the year, work on the inflation rates is underway and will be
presented later. J.S. will continue working on the budget anatomy and
bring versions to future CAG meetings.
Collection Allocation Priorities Comments from all resource groups were
collected and discussed. The priorities received the following votes from
resource groups discussions:
1. correct notable discrepencies: 2
2. support resource sharing projects: 0
3. support document delivery projects: 0
4. reflect changes in academic programs: 2
5. to address damages to the collection: 2
6. to make a substantial serials prepayment for FY 2000: 3
7. to continue efforts in building digital content: 1
8. to ensure opportunities for major purchases: 0
9. consider relative price differences: 1
10. other exceptional circumstances (a-c): 1
