  1. Minutes of the 15 January meeting were approved and will be posted on the Web.
  2. Planning process for FY 1997/98 Collection Budget Shortfall. Much of the discussion revolved around the list of questions that Allan distributed prior to the meeting:

List Creation and Canceling Procedures

Serial lists will be distributed to selectors by 1March 1997 in paper unless otherwise requested, and will include the same data as in previous years; it is not possible to include call numbers.

Cancellation information and the original list must get back to Tech Processing by 1 June 1997. In the past cancellation lists were posted on Melvyl(R), now they can be posted on the Web. By performing a boolean search it is possible to create an electronic file of the cancellation list with only relevant information to avoid re-keying items canceled. Lee will check with Pam Daniels about possible instructions. As in the past, selectors are encouraged to share the cancellation list with colleagues. Cancellation lists generate forms with credit information which go to M. Shiells and then to selectors.

Calculating reduction Targets

LPG is planning for 3 years of serials cuts, 13-15% for 97-98. The target will be based on the total allocation (M, A, average of C & S, and S expenditure funds) not specific funds. Because serials expenditure count will not be available until after the end of the fiscal year, after Rowcom payments, there was a suggestion to use this year's appropriation figures, not expenditure figures, for serials and make adjustments after we have the expenditure figures. The serials budget, in recent past, has been based on the previous year's expenditures which become the following year's allocation.

New selectors will receive assistance in the cancellation process.

Inflation calculation rates will be discussed at the next meeting. There was a request from Tech. Proc. to get the cancellations in as soon as possible since, they will have to process about three to five thousand cancellations, and not to re-instate a canceled title unless absolutely necessary, since it creates bookkeeping nightmares; if a selector goes over the target cut this year credit will be given toward subsequent year reductions. Mike explained that accelerated cuts initially will result in two years of greater purchasing power and again another larger cut the third year, as opposed to consistent cuts for the three years--a possible strategy for selectors.

Mike shared an article on serials cancellations strictly based on cost of journals by a Florida University.

Electronic full text serials can have a catalog record by providing the information to the Cat. Dept. Lee cautions that full text claims are not all true. There is currently no procedure for updating notes in GLADIS catalog records for electronic resources.
