1, Announcements:

I.Abalos: Morrison Library is celebrating its 75th anniversary with a
beautiful exhibit in the Brown Gallery in Doe. Everyone is invited to
attend a rededication reception on February 7th from 5pm-7pm in Morrison.

M.Erviti: Music Library has new and improved website. It includes
frequently updated images of the on-going construction of the new Music
Library.

P.Iannuzzi:
- The moratorium on storing Main Library materials at NRLF will lift
on July 1 on a limited bases since NRLF's capacity is still low. This
situation should improve when the new building completed in 2004
- The Seismic retrofitting of the Annex will displace
Periodical-Newspaper-Microfilm Room. PNM is looking for a new home and
options include the core space
- B. Williams announced that EAL has online access to the Historical
Japanese Maps from the Mitsui Collection. There is a link to this resource
through EAL's homepage.

2. Collections Budget Reductions (P. Iannuzzi):

The current budget reduction process is considerably different from the
previous ones due to the following factors:
a. "Serials" include electronic resources and databases, which are
rising in cost much more rapidly than traditional journals
b. Packaging of journals by major vendors tie the hands of selectors
since it is not possible to cancel individual titles within these packages.
These packages, being multi disciplinary, are increasingly with a "flipped"
financial model, where the full cost is paid for the electronic and the
print is deeply discounted and there is one bill for the package. This is
leading to the centralization of serials funds, thereby limiting selectors'
autonomy in serials' purchasing. P. Iannuzzi noted that many of our
existing electronic source packages will be flipping the next year or two.

Meeting the budget cut target is implemented in two phases:
Phase 1: Savings from the Elsevier package print canceling applies off the
top to the budget deficit. Exceptions to print cancellation to be paid by
individual selector's fund
Phase 2: 3.4% reduction will be applied to all funds

Four worksheets were distributed about the impact different strategies of
achieving budget cuts on individual funds:
1) Showed the base budget after adjusting for Elsevier cuts (Phase I)
2) Showed the impact of a straight forward 3.4% cut applied to each
fund (Phase II), or
3) Took into consideration 3% inflation before calculating the cuts.
(Phase II), or
4) Used a hybrid model whereby a combination of models 2 & 3 are used
to determine the cuts. It shows target amounts it the cuts are based 1/2 on
the base (worksheet 2) and 1/2 on the base + inflation (worksheet 3) (Phase II)

A discussion ensued over the serial cancellation credits. Allan Urbanic,
whose experience with past cancellation projects was called upon, explained
the process as was done in the past as follows:
In July the targeted budget cuts will be applied to the individual
monographic funds. When a serial or a monographic series is cancelled,
cancellation credits are transferred into the corresponding monographic fund.

Patty encouraged selectors to maintain the current ratios between serials
and monographic funds, or to have a rationale for a strong
deviation. Taking the entire targeted budget cut out of the monographic
budget is not a viable option.

New Serials:
- The first year costs of a new serial is deducted from the
monographic funds reducing it permanently
- Endowments can be used to purchase new serials as long as they have
enough funds to cover the cost of the first 5 years plus 10% inflation at
the time of purchase

Last UC Copy:
Concerns were raised over this issue and that our Library needs to
coordinate our cancellation project with other campuses to make sure that
there is one copy available in the UC system.

The Collections website that should be up soon would have information about
the budget cuts background and process. Liaisons were encouraged to refer
to this website in their ommunications with the faculty.
ACTION: Patty will send out the URL Collections Website to selectors.

3. Future A&H Council Elections (K. Wayne)

K. Wayne announced that Scott Peterson is the new representative to
Technical Services Council. And that the following 2-year terms are ending.
Members were encouraged to think about nominations to replace or reelect
for the following positions. The elections will be held at the May 2003
meeting.

4. Function Council Reports

Collection Council: was covered by P. Iannuzzi's presentation.
No other reports were given.

5. Future Agenda Topics/Suggestions:

K. Wayne polled the group for future agenda programs. One suggestion was
for S. Koskinen to present a session on Endnote to the Council. After
discussion, it was agreed that members could sign up for one of the many
sessions that will be held this semester. Additional ideas should be sent
to the Chair or to the ArtHumCo reflector.
