Administrative Services Council Meeting of February 13, 2007

Minutes

1. Update on status of major facility projects:

a. EAL: estimated move-in date is early January 2008. The shroud covering the outside of the building comes down in March, decorative grill to go up soon thereafter. Moving plans for the collections are going well and on time. The campus will be hosting a major international symposium of Asian university presidents at UCB and there is a possibility that the EAL building will be available to symposium guests for scheduled tours. Although unoccupied, the building will be equipped with new shelving, furniture and equipment.

b. Doe Annex: work is going well, is on time and on budget. Bancroft Library will have a very sophisticated and state-of-the-art environmental control system and security systems. Projected completion date is fall 2008.

c. Public Health: the library is will move in September 2007 and is expected to be the last unit out of Warren Hall. Demolition of the building is scheduled for January 2008, schedule is tight and inflexible due to constraints of donor funding. All units of the building need to be out by September in order for work prior to demolition.

d. Physics: is planning to move back into Le Conte in early January 2008 during the winter break due to Le Conte internal moves.

e. Brown Gallery, Doe Library: gallery carpets have been removed and will be replaced with linoleum flooring which matches 2nd floor areas.

f. Additional newspaper kiosks will be placed in front of the Free Speech Café.

2. Susan Wong/LHRD announcements:

a. Staff Infrastructure Steering Committee (SISC), which was originally set up several years ago to reframe and streamline the non - academic job structure comprised of job standards and job classifications across the campus will be announcing a new staff job structure product entitled the Career Compass Program in coming months. Susan will arrange for speakers from OHR Compensation and Classification to present information to Roundtable. A new Career Compass web site is in the works.

b. Central campus administration has informed LHRD that the launch and effective date for new employee contributions to the UCRP is delayed from the previously announced start date of

July 1, 2007.

c. The 2007 Student Pay Rate Increase and Pilot Program update went out on 1/26/07 to Roundtable, managers with oversight for supervisors who oversee student employees and career staff supervisors directly overseeing student employees. In the current Program transition period running from current date through June 30, 2007, those Library units requiring integration of plans and procedures to facilitate transition to the Program may consult with LHRD and LBS as to appropriate transition processes for their units.

d. Coming soon from UCOP: a package of information regarding the UC Retirement Savings Program - comprised of the Defined Contribution (DC) Plan, the 403b Plan and the 457(b) Plan - to help guide and assist employees planning for retirement.

3. Dave Duer, Library Development office announcements: the next campus campaign

estimated to go public in summer 2008, probable goal will be $2.25-2.50 billion. The Library received $10.5 million in donations during the last half of 2006.

4. M. Rancer: library budget submission will focus getting additional allocations to the

collections budget in order to maintain purchasing power. The Library has not had a collections budget increase since 2001 and expects to fall short this coming fiscal year unless the budget is increased.

5. E. Woods: Library Business Office has lost two staff in recent months (Lynn Tran to Library Purchasing and Scherry Royal to another campus unit). They recently hired Kris Leonardo, previously from Chemistry Dept., who has experience with entertainment reimbursements and contracts and grants administration.
