Administrative Services Council Meeting of May 9, 2006

1) Mike talked about the future of the Moffitt Copy Center, given that Charles Jackson announced his intention to retire at the end of June.  He noted that, in the campus libraries generally, copy volume was down 20% from March 2005 to March 2006.  He is exploring turning over the counter service to Canon, and will be meeting with Canon next week to discuss this.

He is aware of the need to deal with the servicing of microform reader/printers.  The current thinking is to have someone in Library Purchasing take on maintenance of some service contracts;  this will probably be built into a replacement position he expects to be posting later this summer.  Charles is in the midst of ordering a handful of new reader/printers to replace some older and ailing equipment.

There will be a method worked out for library units, which don't have Blue cards, to still have copy center jobs recharged to their accounts.

If anyone has other questions or concerns about this plan, please let Mike know.

2) Mike reported on the situation with the funding for the 5% Library Assistant equity adjustment (CUE-negotiated).  This adjustment was funded by UCOP but, so far, the campus has not given the Library the funds to support the adjustment.  [On other campuses, the libraries have received the funds.]  This amounts to over $250,000/year in permanent funds.  Library Administration is working on resolving this with campus budget folks.  Mike stressed that this situation has no impact on anyone's paycheck;  the equity increases have been distributed to the employees.

3) Susan Wong reported on the campus Performance Management initiative, as covered in two recent Roundtable presentations at 3/23/06 and 4/27/06. In short, the Library's current Performance Management practices are good practices and easily aligned with the

campus initiative. As discussed with and agreed upon by Roundtable, the Library is transitioning to a once a year performance appraisal call. LHRD expects to issue the Call for Performance Appraisals for all Library employees eligible for review this month. Completed evaluations will be due on August 1, 2006.

4) Fred Yasaki gave some brief reports on space projects:
Physics - will probably return to Le Conte in spring 2007.
Public Health - to go to 12,000 square feet in University Hall in summer 2007.  This is now a "critical path project."
EAL - going well, now on the 3rd level on concrete pours.  Expecting fall 2007 occupancy.
Doe Annex - expect bids back in June, with construction starting in mid-July.  Expect to be back in Summer 2008.

5) Mike reported that the Police Department is currently costing out a uniformed CSO patrol in Doe/Moffitt, Bioscience, and Engineering for a year.  At this stage, the proposal is looking at this patrol occurring during the highest-theft hours (probably 11am -7pm).  The Library is currently awaiting this cost estimate.
