Tuesday, March 9, 2004

1. Announcements
Sunday morning (March 14th), the movie "Bee Season"
will be filmed in the Morrison Room and North Reading
Room.

2. Discussion with University Librarian Tom Leonard
This is part of T. Leonard's rounds to the Councils.
No new news on the Library's incentive program.
Currently, the Library has accumulated about
half-a-dozen vacancies. The April 1st date
mentioned previously in budget discussions is not
a confirmed date by which any layoff actions must
take place. The Library still has not been told what
our cut is for FY 2004/05 and as of what date we
need to have the money accumulated by. It is
believed that the campus will offer departments
some kind of bridging mechanism (e.g. START) to
help departments achieve their cut. One thing is
clear - the Library will end up with a reduced
workforce. The Library will need to decide what
activities will continue, how to work smarter, and
how to better utilize technology to reduce labor
costs.

3. Records management
The Chancellor's Office has asked the Library to
provide a list of names and areas of responsibility
if there is a Public Records Act request. Discussion
ensued as to what kind of records the Library
holds (e.g. circulation information, acquisitions
records, interlibrary borrowing, etc.) that might
fall under this category and what unit would be
responsible for responding to a request.

ACTION: M. Rancer will draw up a list and send it
to the Chancellor's Office.

During this discussion, it was mentioned that CNS
(campus Communication and Network Services) logs
all transactions (e.g. web site requests) that pass
through the UCB network including sites requested
from dial-up users. Because of this, CNS is
developing a Privacy Proposal to address concerns
over what information is kept and for how long.

ACTION: P. Payne will talk to B. Hurley about how
to distribute CNS's Privacy Proposal for library
comment.

4. Public copier contract update
The copier committee met and reviewed the
proposals. Negotiations have begun with the top
vendor. From the proposals, it is fairly certain
that the number of public copiers in the Library
will be reduced; however, every library will have
at least one public copier. The copy quality issue
was raised again. Assurance was given that all
printers and copy machines will be replaced by
new equipment when the new contract starts.

5. FSM Cafe
The campus design review committee reviewed
the Library's plans and asked for some changes.
When the project to cover, heat, and light the
terrace is completed, the FSM Cafe will have
added over 200 new seats. The FSM cafe vendor
contract expires at the end of 2004 and the
contract needs to be bid on. An RFP went out
last week to about 15 vendors. Money received
from the cafe goes to facility maintenance,
FSM programs, signage, etc.

6. Computer systems update
Central campus computing is scheduled to move
out of Evans Hall into the new building at 2195
Hearst (SRB1) around the end of June. This
will necessitate downtime for central computing
services (e.g. CalNet authentication, CalMail, etc.)
Information regarding what services will be down
during this time that may affect Library patrons
will be forthcoming. Library servers will be moved
to the same building around the end of the 2004.

7. Capital projects update
Doe Annex - Hired architects: Radcliff Architects
and Noll & Tam Architects. Projected construction
is supposed to start at the end of 2005 and be
completed by early 2007.

Doe Library - Fire alarm and Elevator upgrade is
continuing in Doe and Doe Annex; wires need to be
pulled and then the new alarms installed. During
Spring Break, the old services desks in the North
Reading Room and East Reading Room will be torn
out. The service desk in the Information Center
will be removed and stored. Restoration of the
North Reading Room, including painting, flooring,
required electrical modifications and reproduction
of historic lighting, requires the room be closed
June 2004 through December 2004. The government
materials from the GSSI collection will be moved
into the North Reading Room as the Government
Reference (GREF) collection. Work will also be
done in the East Reading Room to prepare it to
become the Current Periodicals Collection;
Newspapers and Microforms will be
moving permanently into the Doe Core.

Music Library - Construction should be done late
April 2004. Library will move in June 2004.
