1. Announcements
Mike will speak with Jewel Diles about the possibility of having the toner
cartridges that fit theHP 2400 series laser printers added to the Radston’s
supply list for ordering by units on their individual S&E funds.
2. Update on public copier contract bids
Six vendors attended the bidder conference related to the RFP for public
copiers/printers. Three have submitted proposals. One proposal was not
acceptable; of the other two, the Library has sought additional information
and hopes to negotiate some changes that might bring it into the range of
acceptability.
All vendors require a minimum copy amount and a proscribed monthly
payment. If the minimum amount of copies is not made, the library will pay
the difference. While our printing has increased over the last two years,
it hasn’t made up for the 30% decrease in copying over the same time period.
Ideally the Library will generate enough revenue to cover the cost of
maintaining our Library owned microfiche printers/copiers. At least the
Library needs to provide unsubsidized copying. With any new contract, the
library will have fewer machines across the campus, reflecting the decrease
in copy volume.
Mike hopes to have a new contract signed in March or April of this year,
with a coordinated transition to happen in the summer.
3. Budget impacts -- GA
Mike reported that the Library must make $2.25 Million permanent cuts to
19900 funds by July 1, 2004.
The current plan is to meet this with a $100,000 cut to NRLF, a $540,000
cut to GA (approx. 25% reduction), a shift of $500,000 of operating
expenses that support collections to the Collections Budget, and $1.1
million in permanent ongoing positions (approx. 30). A budget early bird
will be held on February 23 where this will be shared with all
staff. Layoff notices will likely go out around April 1, to meet
contractual obligations of 90 days notice. However, these will be
rescinded if retirements and resignations meet the budgetary target.
That large a GA cut will have direct effects on our library hours and
public services. The elimination of permanent positions will be met by a
combination of retirement, resignations and possible layoffs. The Library
has been the largest campus participant in the START program, and has
generated about$500,000 in one-time savings which has helped soften this
year’s budget shortfall Continued and additional START contracts will help
with next years budget, as well. Susan will inquire of Campus whether the
START program could be taken at a percentage less than 10% time, for
example 5%. If so, this might enable more staff to participate.
4. Update on major construction projects
Many construction projects are underway, almost all with either donor or
campus funds:
Doe Annex Seismic Upgrade
A short list of 5 architects from around the country are being considered
for this project. Several surge locations have been identified for the
surge of all Bancroft and Library units. This move is targeted for summer
2005.

Music Library
The January 2004 goal has been missed due to construction delays. A new
opening date has not yet been determined.
EAL
An architect has been selected and they are in the design development
phase. Groundbreaking is targeted for 2005 or early 2006. This building
will site between Haviland and McCone, at the base of Observatory Hill. As
part of the project, the steep hill will be modified to better accommodate
ADA requirements.
DOE
Periodicals will move permanently in the East Reading Room. The collections
currently
in the East Reading Room will move into the North Reading Room.
Microfiche and Newspapers will surge permanently in the DOE core.
The reference pavilion at the east end of the North Reading Room will be
removed
over Spring Break 2004 for painting and floor refinishing.
Fire alarm system is being upgraded to bring it up to code. Funded by
campus deferred maintenance funds.

FSM Café -- A new trellis will provide covered, lighted seating on the
west terrace.
