Administrative Services Council Minutes of 9/13/00

Announcements
Fred Yasaki announced that Dana Santa Cruz is leaving for a position with
Capital Projects.

Options for Business Services
Mike Rancer presented Business Office reorganization plans prompted by the
resignations of Bob Liu and Maureen Kamiya. Purchasing unit becomes a
separate department headed by Bill Brockett. Betsy Llosa will assist, with
expansion into accounts payable.
Fayette Elliott will join the Order Division, Technical Services,
integrating Innopac functions in one area and providing more opportunities
for cross training.
Scherry Royal, Lynn Tran and the vacant position will focus on general
accounting, contracts and grants, and personnel budgeting.
Recruitment begins for a Senior Analyst position to replace Bob Liu.

Recruitment Program for new LHRD Director
Rancer distributed a document outlining a program that will involve a
library wide committee charged with reviewing the function and role of the
HR director. The committee should be broadly representative of the library
and will consult with unit heads, LAUC, and HRD. Recruitment will follow,
based upon the recommendations and findings of the ad hoc committee.

Xerox
Rancer reported on the Library's latest meeting with Xerox. Xerox has
expressed general concern over the low cost effectiveness of their
operation. They fail to provide specific data to back up their claims.
Any restructuring of the Xerox contract can not happen before their
business data is fully accurate and not without library wide review. Xerox
also wishes to administer a survey to collect information on last fall's
copy service installation and for current customer satisfaction.

Student Pay Rates
The pay rate recommendations discussed in ASC in August will be presented
to Roundtable on September 14th. Janice Dost explained that the pool of
students interested in library jobs has shrunk considerably. Laurie
Pangelina and her staff are making all out efforts to recruit students for
library jobs.

Role of ASC regarding Library Systems
Randy Wilson asked for clarification of the relationship of the Systems
Office to ASC. In lieu of a council specifically for Systems, a
representative from the Systems Office is sent to the relevant function
councils. If a council structure included a Systems Council, there would
then need to be representatives from the function councils sitting on a
Systems Council and vice-versa, creating an unwieldy situation. The
present council structure probably works best. Should any review of the
Systems Office be felt necessary, it could be included in any review of
administrative services where connections to the Systems Office is involved.
