Issue:

Although the Library is feeling some moderate relief from budget pressures, control of authorized positions continues to be critical to our maintaining a solid budget base.  Currently, LHRD finds that we are receiving as many as six requests a week  to recruit for positions, without a coherent basis for approval. Serious problems in reconciling the Library’s staffing list with campus records and allocations prompts me to suggest that lpg adopt a clear authority structure for approval of library recruitments—one that assures attention to budget lines and funding and to careful stewardship of each available vacancy.
 

APPROVED 

AUL approval needed to recruit and fill
 

  • A replacement position, at the same or different classification, at the same or lesser fte as previously
  • A new, casual position paid through external funds administered by the Dept Head
  • Extensions of casual appointments within campus policy
  • Split or reconstituted positions, created through combined funding sources
  • Replacements at a higher fte than previously filled
  • New casual positions to be funded through 19900 money
University Librarian approval needed to recruit and fill
 
  • All senior management positions
  • All AUL positions
  • All librarian positions
  • All career positions in excess of current authorization
  • All exceptions to standard policy (ex: conversion of casual to career without recruitment)
