Circulation Policy

Eligibility
The Institute of Transportation Studies Library collection has been developed to serve the research needs of the Institute. It also serves the University of California and the wider transportation community. Materials circulate to:
  • Faculty, staff and students of ITS at UC Berkeley, UC Davis, UCLA, and UC Irvine
  • Faculty, staff and students of the University of California, Berkeley
  • Employees of California public transportation agencies at the city, county, regional and state levels, and federal transportation agencies located in-state
  • Transportation professionals through the Technology Transfer Program
  • Members of the ITS Affiliates Program
  • Members of the Library's Individual Borrower's Program. Click here for an application.
  • Other institutions through interlibrary loans and cooperative agreements
The ITS Library is not part of the main campus library system and alumni cards, and other UC library cards do not provide borrowing privileges at the ITS Library.


Registration
Each patron must complete a Registration form which is kept at the Circulation Desk. The Registration Form will be flagged if the patron has been Autoblocked or Billed.


Loan Periods
The ITS Library has a manual circulation file and staff cannot generate a list of items borrowed by a particular patron. It is the patron’s responsibility to keep track of material borrowed from the ITS library, and to return or renew all publications in a timely manner.

Standard: Most materials, including books, reports, microfiche, pamphlets and videos, circulate for one month. ITS faculty and ITS PhD students have the option of borrowing standard loan materials for one semester.

Short-term: Magazines and journals circulate for one week. CDs are available for one week loans to ITS students, faculty and staff only.

Reserves: Course readings for the current semester circulate for two hours. After 3:00 pm, reserves may be borrowed until 10:00 am the next day that the library is open. Reserves may be designated as non-circulating and for library use only. Non-circulating: Reference materials, Indexes and PATH reserves do not circulate. Any material marked “Library Use Only” may not be borrowed.


Renewals
Always include the call number when renewing publications. Item(s) may be renewed on or before the due date by: Magazines, journals, CDs and reserves are limited to one renewal. Standard loan materials may be renewed as needed, but recalled item(s) must be returned promptly if recalled for another patron.
  • Recalls: Recalls may be initiated after seven days. The library will ask the initial borrower to return the item for use by another person. Priority for use of materials will be given to ITS faculty, students and staff.
  • Holds: A hold may be placed on any item out on loan. A book on hold cannot be renewed, and library staff will notify the patron requesting the hold when the item has been returned and is available.

Blocking and Billing
  • Blocking: When an item is two weeks overdue, the patron will be blocked. Blocking includes the suspension of borrowing privileges from all University libraries. It also suspends request privileges for University administrative documents such as transcripts, and places a hold on registration.
  • Billing: When an item is four weeks overdue, the patron will be billed. Billing consists of a charge to the patron’s CARS account, including a non-refundable $10 processing fee. This charge must be paid before the patron is allowed to register or receive transcripts.
Both blocking and billing will be enforced until the item is returned, replaced, or paid for in full.


Privacy of Records
In accordance with state law, circulation records are kept confidential. Library employees will access circulation records only in fulfillment of work duties. Circulation cards are discarded when material is returned.
