"Universal Design is an approach to design that incorporates products as well as building features which, to the greatest extent possible, can be used by everyone." Ron Mace, The Center for Universal Design.  "Accessibility" addresses the needs of a few people with separate circumstances from those of the public at large. (From the DSA Universal Design Web site, State of California).
