Library Unit Heads and Supervisors are encouraged to submit short introductions of newly appointed personnel so that Library staff can get to know them. Announcements of staff promotions, reclassifications, awards/publications, transfers, departures and other staff news are also welcomed by the CU NEWS editor.

This semester, The Bancroft Library will revive an old tradition and re-institute a monthly forum series. An open, informal, noontime discussion group, the Bancroft Round Table will feature presentations by staff members or patrons of the Bancroft, who will make presentations based on their expertise or research, aimed at stimulating conversation and comment. With the exception of the inaugural discussion, all sessions for this semester will be held in the Lewis-Latimer Room of The Faculty Club and will begin a few minutes after 12:00 noon.
On Thursday, February 27 Charles Faulhaber, the Director of The Bancroft Library, will inaugurate the new series with a presentation entitled "The Future of California's Past." This first session will be held in the Howard Lounge of the Faculty Club.
On Thursday, March 20, former Bancroft Fellow Gray Brechin will speak on "Water Issues in California." Our current Bancroft Fellows will talk about their current research. On Thursday, April 17 Erika Lee will present "Chinese Immigration during the Chinese Exclusionary Act," and on Thursday, May 15 James Buckley will present his research on "Northern California Redwood Logging Towns." These last three sessions are scheduled for the Lewis-Latimer Room of the Faculty Club.
We hope that stimulating discussions will ensue, broadening everyone's knowledge about important and interesting issues like these. The entire campus community, especially Library staff, is invited to join the group. We hope that this will be the start of an enduring series of programs which will focus on many aspects of The Bancroft's collections. We welcome suggestions as well as your presence at the Bancroft Round Table!

"Expanding Delivery of Academic Programs: Update on Copyright and Information Technology"
Provost Jud King, joined by UCOP Coordinator Martha Winnacker, briefed the Academic Program Ccouncil (APC) on OP's cooperative work with the Association of American Universities (AAU) to frame a statement of guidance for higher education on intellectual property ownership and dissemination in the digital age. Both AAU and the National Association of Land Grant Universities and Colleges have adopted UC's evolving Working Draft "University of California Copyright Legislation and Scholarly Communication - Basic Principles" for distribution and discussion among member institutions. Provost King asked APC members to transmit the Working Draft to interested constituencies throughout UC for comment. The Working Draft recognizes that as use of the electronic media expands, existing intellectual property rules are not automatically transferrable to information distributed electronically. During the last session of Congress, universities found themselves aligned with telephone companies and in opposition to the entertainment industry over proposed legislation that would greatly limit fair use of digital works. Fortunately, the legislation did not pass, but the pressures that generated it remain in play, and it is inevitable that UC will be involved in continuing legislative activity. The issues are complex and are likely to require new institutional policies and an extended period of internal education. UC's goal is to create policy that will respect academic users as both owners and consumers of information with an onus for the responsible handling of published material.
